Dr. Harlan is the Founder and Medical Director of Phoenix Foot & Ankle and has been caring for patients in the Phoenix community since 1996. Known for his experience, precision, and patient-first approach, he specializes in reconstructive foot and ankle surgery, sports injuries, and complex conditions that require advanced surgical care.

 

He is board certified in both Foot and Ankle Surgery and Reconstructive Rearfoot and Ankle Surgery, a Diplomate of the American Board of Foot and Ankle Surgery and a Fellow of the American College of Foot and Ankle Surgeons. Over the years, Dr. Harlan has earned the trust of both patients and peers, having been named a Phoenix Magazine Top Doctor 18 times, including multiple years as the top vote recipient.

 

Dr. Harlan believes in taking the time to understand each patient’s condition and goals, offering both conservative and surgical treatment options tailored to the individual. His focus is not only on treating the problem, but on helping patients return to their normal activities as quickly and safely as possible.

 

In addition to his clinical work, Dr. Harlan is deeply committed to training the next generation of physicians. He serves as an Adjunct Professor at Midwestern University, a Clinical Attending Physician with the Creighton University Arizona Health Education Alliance Podiatry Residency, and an Attending Physician at the Carl T. Hayden VA Medical Center. He also holds a faculty appointment with the University of Arizona College of Medicine.

 

Dr. Harlan earned his Bachelor of Arts in Biology from the University of San Diego, where he played intercollegiate football, and later completed a Master’s degree in Pharmacology at the University of Arizona. He received his podiatric medical degree from Samuel Merritt University, College of Podiatric Medicine and completed his surgical residency at Kaiser Hospital in Santa Clara, California, where he served as Chief Resident.

 

Outside of the office, Dr. Harlan enjoys spending time with his wife, family, and friends. He is an avid mountain biker and fly fisherman in the summer and spends winters skiing in Colorado and other favorite destinations. He also enjoys traveling both within the United States and internationally and values any opportunity to spend time with his children.
